The Regulatory Group focuses on Health and Safety, Food Safety, Environmental Law and Planning Enforcement (including Environmental Health), with considerable experience in theses areas at all levels of seniority. Based in Wales, the Group has particular understanding of devolution issues and their impact upon regulatory law and practice.
Carl Harrison leads the Group. Carl has over fifteen years experience in regulatory law. Throughout this time he has been regularly instructed in complex and high profile cases. Recent instructions include health and safety prosecutions involving fatalities and life changing injuries, food safety prosecutions following widespread outbreaks of food poisoning and planning prosecutions, including extensive and unauthorised work to listed buildings. Carl is appointed to the A List of Specialist Advocates in Health and Safety and Environmental Law. Christian Jowett is deputy leader. His environmental practice primarily concerns waste and environmental health and safety. His planning enforcement experience includes enforcement notices and listed buildings. Christian co-convenes the UK Environmental Law Association’s Wales Working Party and is a member of its National Council. Appointments include the List of Specialist Regulatory Advocates in Health and Safety and Environmental Law (List A) and the Attorney General’s Panels of Junior Counsel to the Crown (Wales Circuit) (A Panel). Julia Cox has ten years’ experience in regulatory law in relation to a range of cases which include health and safety, statutory nuisance, environmental and food safety (including incidents of contaminated food and offences following routine inspections). Peter Donnison and Laura Shepherd provide more junior representation in the group’s core practice areas.
