Lewis Harrison is a civil and public law barrister, with particular expertise in inquests, property disputes, personal injury, and Court of Protection work.
He joined 30 Park Place in 2024, having previously practised at 9 Park Place following the successful completion of his pupillage.
Since joining chambers, Lewis has rapidly expanded his public law work. He is regularly instructed in judicial review proceedings and was appointed to the Attorney General’s C Panel in 2025. Recent High Court instructions include acting in TJ (by their Litigation Friend) v Monmouthshire County Council, where he was led by Christian Howells. He is especially interested in the overlap between judicial review and the Court of Protection.
Lewis is instructed regularly in inquests and public inquiries and is currently led by Christian Howells on behalf of the families of the deceased in the inquest into the Gleision Colliery Disaster and the inquest touching upon the death of Sky Lewis.
Lewis acts for both claimants and defendants across the civil courts and has developed a strong chancery practice, particularly in cases involving property disputes and claims under the Trusts of Land and Appointment of Trustees Act (ToLATA).
He appears frequently in the Court of Protection, representing local authorities, health boards, and individuals in matters involving deprivation of liberty and welfare decisions.
He is fluent in Welsh and was instructed in P:TIRE v A Local Authority, which is expected to result in the Court of Protection’s first published Welsh language judgment.
Lewis also maintains a growing employment and immigration practice.
Lewis has a solid chancery practice with particular expertise in property disputes and claims under ToLATA. He regularly acts for claimants and defendants in cases involving ownership, trusts of land, and cohabitee disputes, combining technical knowledge with practical advocacy across all civil court tracks.
Lewis regularly advises and appears in ToLATA claims, including disputes between cohabitees concerning property ownership and financial interests. His chancery background supports a clear, effective approach to these often sensitive and complex matters.
Lewis has a busy Court of Protection practice, acting for individuals, local authorities, and health boards. He is experienced in deprivation of liberty and welfare proceedings, and was instructed in P:TIRE v A Local Authority, expected to result in the first published Welsh language Court of Protection judgment.
Lewis’s public law practice includes judicial review work relevant to public authorities, which may encompass education-related challenges, particularly where they intersect with care, capacity, or local authority decisions.
Lewis is building a growing employment practice, regularly instructed in cases involving unfair dismissal and discrimination. He appears at hearings and advises on matters across the employment tribunal, with a practical, client-focused approach.
Lewis is instructed frequently in immigration matters, appearing in both the First-tier Tribunal and Upper Tribunal. His work includes appeals and judicial review claims, often acting on behalf of individuals challenging Home Office decisions.
Lewis appears regularly in inquests and public inquiries. He is currently instructed, led by Christian Howells, to represent the families of the deceased in the inquest into the Gleision Colliery Disaster, one of the most high-profile inquests in recent Welsh legal history. Lewis advises and represents clients in professional disciplinary proceedings, drawing on his public and employment law expertise. He has experience handling matters involving conduct, competency, and health concerns, and is instructed at all stages of the process, from initial response through to hearings, offering clear, practical support throughout.
Lewis has a growing public law practice and is a member of the Attorney General’s C Panel. He is regularly instructed in judicial review proceedings, including High Court work, and has developed a particular interest in cases at the intersection of public law and mental capacity.
