Practice Overview

Hywel Hughes was the first Branch Crown Prosecutor for Cardiff at the inception of the CPS in 1986 and holds a wealth of experience in this area. He has practised exclusively in Criminal Law as a solicitor since 1975 and as a barrister since 1995 when he became a member of Thirty Park Place.

His areas of specialism and interest are Fraud (including revenue and benefit offences), Proceeds of Crime, sexual offences and serious road traffic offences where death results and major drug conspiracies.

  • R v Scott & Thomas 2007 : baby shaking.
  • R v Abdi 2008, Att murder victim remains in hospital. .
  • R v Carter 2009: def murders one victim and attempts to murder 2 more by setting fire to building – Def convicted previously in USA for armed robbery.
  • R v Carter : Def with prosthetic leg stabs victim twice to ear with kitchen knife.

  • R v Simmonds 2008 : Rapes by grandfather on granddaughters.
  • R v Harvey : Rape by father on step daughter over extended period.

Fraud

  • R v Taleb 2006: working tax credit fraud.
  • R v Tshibangu 2007 : benefit fraud deploying sophisticated forgeries
  • R v Gay 2008 : High value double glazing fraud by manager of company.
  • R v Singh & Others : Driving test fraud.
  • R v Dallimore & Others : Large scale company fraud to acquire £1 million Hotel.

Driving Cases where death occurs

Specific aspects include

  • Delivery vehicle with defective handbrake runs away and kills pedestrian.
  • Towing vehicle has metric tow bar, trailer with imperial tow hitch. Trailer breaks loose and collides with oncoming car, killing passenger.
  • Unsecured passenger in rear of car, where seats removed thrown from vehicle during collision.
  • High speed vehicle driving at excessive speed for conditions, aquaplanes into oncoming vehicle.
